There's a setting for each video that says 'Comments and ratings
Choose if and how you want to show comments'. Is anything ticked on there?

YouTube disables comments? Have you marked the video as 'not for kids', or set comments on?

I set it as not for kids but it has the comment feature turned off. I know many there people also have this problem.
